Persepsi Masyarakat terhadap Komunikasi Kebijakan Publik dan Partisipasi Politik di Media Sosial
Abstract
This study examines the explanatory limits of reception theory within the context of digital public policy dissemination dominated by one-way government communication. Aiming to analyze public reception of this communication model and its impact on digital political participation, this descriptive qualitative research integrates. Audience Reception Theory and political participation theory. Data were gathered through in-depth interviews with 15 informants and public comment analysis on social media. The novelty of this research lies in the discovery of a fourth position beyond Hall’s classic typology: the filtered position, experienced by marginalized groups with specific access barriers, such as people with disabilities. The findings reveal that reception dynamics produce a non-linear spectrum of participation, ranging from passive engagement and non-conventional activism to the emergence of 'digital political apathy'—a withdrawal mechanism triggered by unresponsive public square communication. Scientifically, this study contributes to re-theorizing Stuart Hall’s reception model in the digital era by incorporating access inclusivity as a critical variable. Implikasinya, this research extends political communication literature by demonstrating that the failure of dialogic governance does not merely breed opposition, but drives a structural reconstruction that systematically marginalizes vulnerable groups from digital deliberative spaces.
