Koordinasi Pengelolaan Rig to Reef di Kota Bontang

Abstract

Rig to Reef refers to the process of repurposing decommissioned offshore installations into artificial reefs. One of its implementation sites is located in the coastal area of Bontang City. However, studies examining stakeholder coordination in Rig to Reef management, particularly at the local level, remain limited. This gap underpins the objective of this study, which is to analyze the coordination of management practices and explore efforts to enhance fisheries revenue through the Rig to Reef program in Bontang City. This research adopts a qualitative approach using a descriptive method. The findings reveal that coordination among stakeholders has not yet reached an optimal level and remains largely confined to communication and cooperation, while synchronization and integration across stakeholders are still insufficient. In addition, efforts to strengthen coordination are carried out through persuasive communication strategies aimed at engaging fishers, including the provision of alternative livelihood activities. These findings contribute to the enrichment of collaborative governance literature, particularly in strengthening stakeholder coordination in the sustainable management of Rig to Reef initiatives.
